When I look in recipient configuration this user doesn't have a remote user mailbox entry like our other cloud users. I added the new user to the shared mailbox, granting him the same access as an existing user in O365 EAC. Today it's been reported to me that this user can receive external emails but not internal emails in this shared mailbox.
